A peptide arrives as a salt — trifluoroacetate or acetate paired with its basic groups — and carries its own acidic and basic residues. Dissolved in unbuffered water, these set the pH; the water contributes nothing. Two peptides dissolved in identical water give two different pH values. For a copper complex such as GHK-Cu the resulting pH decides whether the metal stays bound.
