Bacteriostatic water is sterile water containing 0.9% benzyl alcohol as a preservative. The benzyl alcohol inhibits bacterial growth, which is what allows a reconstituted vial to be entered more than once rather than discarded after a single use.

Bacteriostatic, not bactericidal

The distinction is in the names. A bactericidal agent kills bacteria; a bacteriostatic one inhibits their growth. Benzyl alcohol at 0.9% does the second, which is enough to keep a multi-entry vial from becoming a culture between uses.
