Why the distinction is not pedantic

The literature treats the complex as the species of interest, and attributes most of the reported activity to it rather than to the free peptide. A study run with the apo-peptide is therefore not testing the same thing most papers tested.

The free peptide will also acquire copper from its surroundings if any is available, which means an experiment intending to use GHK alone has to control for that rather than assume it.

How to tell which you have

Colour is the first indication. The complex is blue because the copper centre absorbs in the visible range; the free tripeptide is not.

The certificate is the definitive one. A mass consistent with the peptide plus copper describes the complex; a mass consistent with the three residues alone describes the apo-peptide. The two differ by roughly the mass of a copper atom.
